Why can't these translations (the russian) too can be hosted on the W3C site, right along the original, with some language links like in wikipedia ?
Next step is...the ontologies themsleves, under CVS and with all localized labels included ! come on...

As you can imagine, storing translations on the W3C is a question that has been discussed a lot. The issue we have been facing all along is that the W3C staff is unable to check the quality of the translations; on the other hand, storing these translations on the W3C site (e.g., for Recommendations) would give these translations some sort of a de-facto official status. For the time being, we have chosen to define a separate category of translations, called "Authorized Translations" that also includes a community based quality check mechanism. If a translation has gone through that extra check, then we indeed store it on the W3C site.
That being said, this policy may change in future; nothing is cast in concrete.
