Upcoming app fix patch

Check-in on progress on patch to fix:

  1. Issue 973: Candidate review start date is errantly reset when a test plan advances to candidate
  2. Issue 799: Cannot view reports for draft test plans: See comment about incorrect status calculation.

Draft review of V24.03.12 pending due to:

  1. JAWS: Testing by Hadi

  1. V23.12.13 is in candidate review.
  2. V24.3.12 is in draft review and there are no reports.
  3. Check on progress copying data from unchanged tests into new runs of V24.03.12 runs.

Radio test plan

  1. Refactored radio test plan is ready for review and in the test queue.
  2. APG group just agreed to remove Enter as a key for checking a radio (See APG issue 2954).
