Call for Review: User Timing Level 2 is a W3C Proposed Recommendation

The Web Performance Working Group has published a Proposed Recommendation of User Timing Level 2. This specification defines an interface to help web developers measure the performance of their applications by giving them access to high precision timestamps. Comments are welcome through 7 February 2019.
