Agent-to-Web Framework (A2WF) Community Group

The emergence of autonomous AI agents creates opportunities for interactions with sites that go beyond mere content consumption. AI agents will want to fill forms, book appointments, add items to carts, submit orders, etc. Website operators currently have no machine-readable way to govern these actions. Technologies such as robots.txt and AIPREF address crawling and content use, but neither covers agent actions, authentication requirements, or human-in-the-loop verification.

The mission of this group is to develop technology that enables website operators to publish machine-readable governance policies for AI agents.

The Agent-to-Web Framework (A2WF) is intended to serve as a starting point for discussion within the group, but is not intended to constrain the group's discussions or decisions about future deliverables.

This group may publish Specifications.

In order to join the group, you will need a W3C account. Please note, however, that W3C Membership is not required to join a Community Group.

This is a community initiative. This group was originally proposed on 2026-03-22 by Wolfgang Wimmer. The following people supported its creation: Aldo Gangemi, Adam Sobieski, Milton Ponson, Frances Gillis-Webber and Wolfgang Wimmer. W3C’s hosting of this group does not imply endorsement of the activities.
