WAI Overviews

Purpose
- Provide important context &/or address current issues that are outside the scope of the TR doc.
- Avoid overwhelming-ness of landing in TR doc.
- Provide high-level info before diving into TR.
Audiences
- People who just need the high-level info, not the details in the TR. For example,*some* policy makers, project managers, reporters.
- People looking for info such as timeline (actual info or pointer elsewhere).
- Anyone new to the topic or to TR documents.
Issues
- Maintenance
- Ideally: Put info in one place, and point to it (rather than same info in multiple places).
- Balance addressing current issues, without being too specific that info changes too often and the page needs updating.
