This issue takes up the baton from I18N-ISSUE-43, which is now closed.

The summary of expected action, after following the thread in the bugzilla report, is:

"add a normative subsection to the rendering section that applies to
visual UAs that don't implement CSS, and says what the default rendering in
bidi terms should be"
