https://www.w3.org/ — 2018年6月5日 — W3C宣布对国际公认的Web内容可访问性指南(Web Content Accessibility Guidelines,简称WCAG)进行重大更新。众所周知,WCAG解决了Web内容、网站以 及应用程序在台式机、笔记本、平板和移动端的可访问性问题。WCAG是Web无障碍计划(Web Accessibility Initiative,简称WAI)所制定的多年来早已广泛应用于世界各地、使残障人士更容易地访问Web内容的指导标准。而此次发布的WCAG 2.1是对WCAG的重要扩展。

W3C首席执行官Jeff Jaffe 博士表示:“在W3C严格协商共识流程以及WAI强大多方参与机制的基础上所开发的WCAG 2.1,让Web设计人员和开发者可以更好地满足残障人士以及老年用户的需求。W3C的可访问性指南工作组(Accessibility Guidelines Working Group,简称AG WG)考虑当今新技术发展趋势,解决用户客观需求,向实现与国际标准接轨、推动国际标准统一这项目标迈进了重大一步”。

网站开发者能够接触到更广泛的受众群体

WCAG 2.1扩展了现有移动端内容可访问性的覆盖范围,添加了更多针对视力、认知、学习障碍人士的规则。

Adobe无障碍领域负责人Andrew Kirkpatrick提到:“WCAG 2.1改进了对触摸式交互的支持,例如针对复杂手势以及避免意外激活触摸界面的指南。针对有视力障碍的人士,WCAG 2.1扩展了对图片对比度的要求,引入了对文本和布局定制的新规则,以支持对内容更好的视觉感知。针对有认知、语言以及学习障碍的人士,WCAG 2.1涵盖了一系列要求,不但提供有关输入控件特定用途的信息,而且支持由于不活跃而导致的超时;这些都有助于用户更好地理解页面内容并了解如何与之互动”。

与WCAG 2.0一样,遵循这些指南将有助于更多残障人士,特别是有视力、听力、运动、语言、光敏、学习、认知障碍的人群,更容易地访问Web内容。遵循这些指南也让网站越来越适用 于全部用户。

对W3C WAI可访问性指南的持续改进

WCAG 2.1在WCAG 2.0的基础上进行了更新,扩展了W3C的可访问性指南,同时保持了W3C可访问性指导标准的可实现性、技术中立性、客观可测试性、以及普遍适用性。

所有的新规则都在不同类型的网站和内容中进行了测试和实现。工作组继续保持与国际公认的WCAG 2.0的向后兼容性,WCAG 2.0依然是W3C的正式推荐标准,而且符合WCAG 2.0要求的网站也将符合WCAG 2.1。

WCAG 2.0是一份高度稳定的标准,它通过更新信息辅助资源来保持相关性。一个由持续更新的实施技术和教育材料而组成的扩充程序库,在支持WCAG 2.0的同时也将支持WCAG 2.1,程序库的内容经过重新设计并采用不同的格式,以确保WAI能够对其进行持续更新。

WCAG 2.1已得到广泛支持,并将被国际标准采纳

此外,W3C正与相关国家和地区协调对相应的国际、国家标准及政策进行更新,包括当前正在通过其独立评审委员会审阅更新的欧洲标准(EN)301 549。
