Issue 17: data use by 1st party
-issue 50: should DNT be sent to 1st party
-RESOLUTION: yes so that the 1st party knows how to handle third party
-1st party needs to recognize DNT signal, but doesn't need to respect it because it's first party
-issue: may/should vs. must -> does this confuse users and how do we communicate this?
-issue: they still need to monetize their site
-issue: self reg doesn't match DNT
-see excel grid for additional issues
-issue: How do self reg and DNT communicate
-issue: can you used registration data to target even if DNT is turned on
-issue: BT ads vs. tracking -> is this subset or not?
-issue: should 1st party know what is being sent to the third parties on their site
-issue: party may not know if they are 1st or 3rd party
-main issues: sites could publish what they are, info could be sent to iframes but it would require re-architecture, content that doesn't know if it's first or third party
-might not want to tell an iframe where it is -> may not know where it i
-browser may not know the ownership of the site
-sites could publish all of what it is (what is their universe) then browsers would know 1st vs. 3rd -> potentially difficult to maintain
-need to have a separate tech discussion
