Description:
A browser might choose not to send DNT on primary (initial page) requests, so we should decide whether the expression needs to be sent on all requests or only subresource (embedded image, script, and css) requests.

Shane Wiley noted that a 1st party site would be in the best position to indicate that it requires tracking and/or offer some alternative when DNT is on (e.g., subscription). Likewise, the 1st party would be the one to offer a tracking policy description, so it is useful to send DNT expression on every request.
