New version of the Web Payments Interest Group Charter

I just published the version 0.2 of the Web Payments Interest Group charter. This charter incorporates the comments received on version 0.1.

I want to thank all the commenters. We received so far lots of contribution, and I hope that the new version address all the concerns that were expressed. I believe we still need a few iterations before we are all happy with the document. I’m therefore welcoming all comments on this new version, and will continue keeping track of received comments on the wiki of this group.
