What should user agents do if authors fail to provide values for required states and properties?

Description:
Probably user agents should raise an error of some sort if required states / properties are not provided; need to define what the error condition should be for each case. Also authoring tools and validators need to catch these kinds of situations.

The UAIG now contains a table that specifies defaults that are to be used if required states/properties are not provided by authors.
