Description:
I spoke with Peter Korn on the Aegis project and he stated that users were having problems with ARIA usability because of the mix of UI widgets and static HTML content such as headers wrt. navigation. IBM requires all products to encompass all content in navigational landmark containers. This allows users to compartmentalize content, semantically, and assist in the navigation. This dramatically reduces this problem. Peter would like to see this be documented in our authoring practices guide and have it become a general best practice. He will be looking at this for Oracle.

We should create guidance in the authoring practices on this.
