This is an old issue and doesn't look actionable enough. If we're wrong - please file a new issue under https://github.com/w3c/svgwg/issues and we'll make sure to triage it.

Since the time the issue has been filed SVG has moved to SVG 2.0 and SVG-AAM has been established, which is chartered under SVG - we're happy to review new issue if the problem is still worth solving.
