Guides to Implementation of the (Revised) PSI Directive in Finland
There are two guides for Finland: the national guide created by the Finnish National ICT Centre and the Ministry of Finance, and Helsinki Regional Infoshare created by Forum Virium Helsinki among others.
The Open Data Guide Finland is designed to give practical advice on opening data for Finnish public authorities, but it can be used by anyone who has an interest in open data. The guide sheds light on the process and the national best practices for implementing open data. The best practices of the European PSI directive (Share-PSI) and W3C have also been implemented in the guide.
Besides text, the guide utilizes different kinds of tools, e.g. pictures, tables, videos and online course materials as essential parts of the guide. There is an option to add comments straight to the guide which gives anyone an opportunity to participate in improving and developing the guide further. The feedback will be incorporated in the future versions.
The guide is produced by the Finnish Government ICT Centre Valtori. It has been created in collaboration with several authorities and open data communities. The open data guide is a central part of the web service Avoindata.fi, a data portal for Finnish open data and interoperability standards and guidelines. The guide is published only in Finnish.
Helsinki Region Infoshare, www.hri.fi, is both an open data catalogue and an online guide for the public authorities and the developer community in the Helsinki Region. It contains information about opening and utilising open data as well as educational material and learnings gained during the first five years of this data clearing house operation. It also lists and promotes real life examples of the applications produced to encourage public authorities considering to invest in opening their data. Helsinki Region Infoshare is managed by the City of Helsinki, Department of Urban facts, and is a joint operation with the other Helsinki Region municipalities Espoo, Vantaa and Kauniainen. The hri.fi site has been online from 2011 and is updated frequently.
As part of the community engagement, developer community is also served through Helsinki Loves Developers events and Web site. HRI is partner in the Six City Strategy and contributes in developing similar guide and open data functions to the 6 largest cities in Finland.
