ISSUE-8: Incorporate IRI-s into the RDF documents

Should simply ignore the punycode issue and regard the original and converted URI-s as different? Resolving this would close a coordination issue with the RDFAWG, which would allow RDFa to move ahead to CR (this is a last call issue that the group has to settle).
