Are UAs required to support a minimum set of image formats?

Should the Backgrounds and Borders module require that UAs support at least JPEG and PNG? Or that they "should" require those formats? Elika and Bert think the module is not the place for that. See http://lists.w3.org/Archives/Member/w3c-css-wg/2008JanMar/0153.html
