Extend 'box-shadow' to specify the "spread" of the shadow

Description:
Eli Morris-Heft summarized in http://lists.w3.org/Archives/Public/www-style/2008May/0094.html some ideas (from Brad Kemper and others) for extending 'box-shadow' (and 'text-shadow'?):

1) An optional fourth <length> value can make the shadow larger (or smaller), as if the shadow was cast not by the box itself, but by a box that is that much bigger on all sides. This is the "spread." (Such a spread seems most useful to increase the effect of a "glow," less so for a shadow.)

For the record, the first one to suggest "spread" seems to have been "Blueberry" in http://www.w3.org/mid/5C8F2B19-1140-4EAD-B9DB-E5886E32DD72@creativepony.com

Changelog:

Created issue 'Extend 'box-shadow' to specify the "spread" of the shadow and/or "invert" it?' nickname shadow spread & invert owned by Bert Bos on product CSS3 Backgrounds and Borders, description 'Eli Morris-Heft summarized in http://lists.w3.org/Archives/Public/www-style/2008May/0094.html some ideas (from Brad Kemper and others) for extending 'box-shadow' (and 'text-shadow'?):

2) Instead of the box casting a shadow on everything else, the shadow can also be "inverted": as if the box is a hole and the surrounding plane casts a shadow that is visible in this hole. (This can be simulated with backgrounds or border images, at the cost of a little more bandwidth.)
