Add a "responsive pixel" unit

State:

Description:

rem is useful for designs that respond to the user's default font size, but it's too big to be convenient to use for many purposes. Perhaps add a unit that's 1/16th of a rem? (Or some other fraction - 1/60th for a responsive twip?)
