Scope

The XML Core Working Group is chartered to consider comments on the existing following specifications:

The Working Group is responsible for updating errata documents and publishing new editions incorporating published errata when appropriate.

Deliverables

The Working Group expects to publish the following specifications as W3C Recommendations under the 5 February 2004 W3C Patent Policy:

All other publications listed in this document are expected to be published under the 24 January 2002 CPP as amended by the W3C Patent Policy Transition Procedure.

Note that the development of new W3C Recommendations not listed in this document would require a new charter revision. The XPointer registry has been handed off to the W3C Team and the XML Core Working Group has no involvement in it.

Other Deliverables

The XML Core Working Group is responsible for maintaining the test suites associated with the specifications listed in the Scope section and providing careful updates as warranted.

This WG handles core XML architectural issues and as such may deal from time to time with several other specifications beyond those specifically listed in the scope.

XML Activity
The XML Core Working Group co-chairs participates in the XML Coordination Group to help track dependencies.
Internationalization Core Working Group
This Group is expected to provide last call review of deliverables of this Working Group.

Last call review happens via the XML Coordination Group and its liaisons.

External Groups

The XML Core Working Group needs to review and comment on work on the definition of the Internet Media type for XML (see RFC 3023).

Participation

To be successful, the XML Core Working Group is expected to have 6 or more active participants for its duration. Effective participation to XML Core Working Group is expected to consume 2-3 hours per week for each participant; 5-10 hours per week for editors during active editing periods. The XML Core Working Group will allocate also the necessary resources for building Test Suites for each specification.

Participants are reminded of the Good Standing requirements of the W3C Process.

Communication

This group primarily conducts its work on the publicly archived mailing list public-xml-core-wg@w3.org (archive).

Information about the group (deliverables, participants, face-to-face meetings, teleconferences, etc.) is available from the XML Core Working Group home page.

Patent Policy

This Working Group operates under the W3C Patent Policy (5 February 2004 Version). To promote the widest adoption of Web standards, W3C seeks to issue Recommendations that can be implemented, according to this policy, on a Royalty-Free basis.

About this Charter

This charter for the XML Core Working Group has been created according to section 6.2 of the Process Document. Except as specified in this charter, the Working Group follows the Common Procedures for XML Working Groups. In the event of a conflict between this document, the common procedures, or the provisions of any charter and the W3C Process, the W3C Process shall take precedence.
