Description:
In https://www.w3.org/Consortium/Process/#GeneralMeetings chairs are required to ensure meeting guests respect group processes, etc. But there is an important requirement that meeting guests not propose substantive material without making a licensing commitment, whether directly or through an actual member.

Actually, introducing something on behalf of a guest who hasn't made a licensing commitment is potentially very bad behaviour…
