As Wayne Carr noted and Chaals MCN suggested

that it is possible that a proposal for AC Review (a charter, a document, the Process) receives only positive reviews, but the Director rejects it anyway. (This has not yet occurred in practice.)

In fact, Chaals suggestion was a bit stronger that this because it made any change other than acceptance of the proposal be appealable.

Subsequent discussion on the public-w3process@w3.org list suggested that this was a broadening of the scope of what was appealable. However, the Appeal clause of the Policy on Re-licensing W3C Documents
http://www.w3.org/2014/12/relicense
had already established this broader sense of Appeal. That clause says,
"Appeal

If the Director decides not to relicense, the Advisory Committee may appeal the decision. If the Director decides to relicense, the Advisory Committee may appeal the decision only if there was a Formal Objection. In both cases, W3C follows the AC appeal process."

This establishes the right to appeal when the Director rejects the proposal (to re-license, in this case).
