This was originally raised in 2006 as a request to change section 11.1.2 Information Required in a Submission Request

"Position statements from all submitting Members (gathered by the
Submitter). All position statements must appear in a separate document."

to

"Position statements from all submitting Members and any other authors
(gathered by the Submitter). All position statements must appear in a
separate document."

for consistency with other parts of 11.1.2 (such as the document license clause and the patent policy clause).
