The CSS Working Group has published an updated Working Draft of CSS Counter Styles.
This spec documents the existing CSS 2.1 and 2.0 counter styles in better detail, adds a handful of CJK and other list styles, and adds an @counter-style
rule which allows authors to define their own counter styles.
Significant changes since the last Working Draft are listed in the Changes section. Significant additions include:

descriptor for, e.g. zero-filled countersspeak-as
descriptor for customizing text-to-speechdisclosure-*
styles, intended to be used for the HTML <details>
element and similar use cases
