The mission of the XML Print and Page Layout Working Group, part of the Extensible Markup Language (XML) Activity, is to develop and maintain specifications for the styling and formatting of XML documents, specifically the XSL-FO (Extensible Style Language Formatting Object) specification, and to provide review and expertise to other Working Groups as needed.

The work includes advancing XSL-FO 2.0 to Recommendation, gathering and updating use cases and requirements, as well as publishing from time to time errata against XSL FO 1.0. An XSL-FO 2.0 test suite will also be developed.
This Working Group is a continuation of part of the XSL Working group, which was split into two groups. No new items have been added.
In this charter period, a First Public Working Draft of XSL-FO 2.0, including support for the requirements produced by the Japanese Layout Task Force and with all major features, o, a Last Call Working Draft of XSL-FO 2.0 with a clear plan for adding requirements determined to be less critical in a 2.1 version.
This Working Group is chartered to work on XSL-FO and not XPath or XSLT. It may, however, request features (most likely in the form of additional functions) for the XSLT Working Group to consider.
XSL-FO 2.0 is expected to become a W3C Recommendation. The current draft entitled Design Notes may become a Working Group Note; the Working Group may also produce one or more Notes e.g. on the formatting of HTML documents using XSL-FO.
Although errata may be published for XSL FO 1.1, a new revision of that document is not expected in this chartered period unless increased resources become available.
The Working Group may from time to time review other drafts, especially CSS and SVG, that relate to formatting, layout, typography and print.
An XSL-FO 2.0 test suite is also to be produced; this will not be completed until the Candidate Recommenation phase, but individual test cases may be published during this chartered period.

the intent is to merge this new work into
the existing XSL-FO 1.1 document to produce a First Public
Working Draft of a complete XSL-FO 2.0 in the first half of 2011.
The work has been progressing slowly, and the Working Group may decide to publish a 2.0 with fewer features, sooner than shown here, and to move features to a version 2.1 in the future.

The XML Print and Page Layout Working Group expects to liaise informally with CSS, SVG, MathML and XSLT.
In the past, XSL-FO was targeted equally towards interactive and print-based media. The emphasis in the new work is more strongly focussed towards print. Accessibility considerations might include providing instructions to a formatter to place accessibility hints into generated PDF files or providing alternate content. Note that accessible page design includes issues such as type size, line length, contrast and colour choice, and is beyond the scope of the specification to control. The XML Print and Page Layout Working Group will look forward to review and guidance from the W3C Protocols and Formats Working Group to help enable users of XSL-FO to create documents that are universally accessible.
Furthermore, XML Print and Page Layout Working Group expects to follow these W3C Recommendations:
To be successful, the XML Layout and Print Working Group is expected to have 6 or more active participants for its duration. Effective participation to XML Layout and Print Working Group is expected to consume two hours per week for each participant, with more time being highly desirable.
Participants are reminded of the Good Standing requirements of the W3C Process.
This group primarily conducts its work on the Member-only mailing list member-xppl-wg@w3.org (archive). Bugzilla is used for tracking comments and for public comments (instructions).
The public comments list is xsl-editors@w3.org (archive); there is a public discussion list, www-xsl-fo@w3.org (archive).
Administrative information about the group (deliverables, participants, face-to-face meetings, teleconferences, etc.) is available from the XML Layout and Print Working Group home page and wiki.
This Working Group operates under the W3C Patent Policy (5 February 2004 Version). To promote the widest adoption of Web standards, W3C seeks to issue Recommendations that can be implemented, according to this policy, on a Royalty-Free basis.

This charter for the XML Layout and Print Working Group has been created according to section 6.2 of the Process Document. In the event of a conflict between this document or the provisions of any charter and the W3C Process, the W3C Process shall take precedence.
