F30 does not apply to placeholder text as it is referred to in the comment 2944.
F30 Is about specifying foreground without specifying background, and encourages authors to either leave both on or both off.
G148 Should have a sentence added to it, that if the default colors in the the browser are not sufficient,then it is the authors responsibility to provide explicit colors.
Add this paragraph to the end of the description for G148
Note: If sufficient color contrast is not accessibility supported in browsers (i.e., light grey placeholder text in an white input field), then the author is responsible for explicitly specifying the foreground and background colors for such content.
