Was in SVG 1.1:

Gone in Filter Effects:
http://www.w3.org/TR/filter-effects/#InterfaceSVGFEConvolveMatrixElement

The preserveAlpha content attribute is still there, so this looks like an accidental removal.

I don't think we removed it accidentally but can't remember why we would have done. Seems indeed odd. Maybe Ed can remember?
