Silver request - proposal testing with LV SC that did not make 2.1 (we need to pick)

JS: Been working on Silver for past 18 months.

... need examples of things that LVTF couldn’t get into 2.1 to inform Silver.
... looking at new ways of measuring.

JS: may have 2 categories: measurement and user agent
