Procedure changes
Commits, merges, closes
The following procedural changes are being brought in by the Chairs as an administrative measure that should help us get to closure for the end of our charter.
The procedure will be as follows:
Pull Requests
1. All pull requests will need to have two reviewers. This change has been made in GitHub. We know that this is the practice already for some of you, but it's also easy to forget to name reviewers. Now GitHub will remind you.
2. From now on, the merging of all pull requests will be agreed by the plenary before the merge is done. In this way, we review the documents incrementally, and can publish at any time because we have acknowledged consensus in the editors' drafts.
Issues
3. When an issue is ready to be closed, set the label to "Due for closing." Peter and Karen will review these to make sure that all of the issues have been addressed. We may remove the label if not, or we may open a new issue if part has been resolved but not all.

- judicious use of votes in github: propose votes to Karen and Peter
