LS: Personalization group update

Steve: Personalization, gathering user preferences & syntax are closely related.
... It makes more sense to group these into a single issue paper, perhaps with separate sections.

Steve: GPII is the only group working on preferences, on a format for recording preferences.

LS: GPII doesn't have the semantics defined yet, but do have an architecture developed.

LS: We don't have a good fit for the techniques under specific WCAG success criteria. They fit well under the principles, but not a good fit for the SC.

RS: We should handle this under an extension specification instead of modifying existing WCAG/
... If there are media queries, a preference system, etc. and figure out how those result in different implementation or presentation of the UI.
... A 3rd party AT isn't always going to be the one adapting the content. Sometimes it is in the application itself. This is a fundamental change - applications have to be adaptable to particular user preferences.

LS: The plan is to write an extension spec to WCAG.
