The wording in the Dublin Core specification (http://dublincore.org/documents/dcmi-terms/#terms-Standard) is very open ("A basis for comparison; a reference point against which other things can be evaluated"), but the label is quite restrictive. At the time of discussion a majority of the group was ok with subclassing, but we prefer to sollicit public input before making a final decision.
