[ifette]: As an example, if a user has DNT on and clicks something that sets a preference (e.g. clicking "German" as a language setting) what is the implication for that? Should the site have to gather explicit opt-in to be able to set a cookie, or are there implicit exemptions

Changed title to reflect the current status, as per http://www.w3.org/2012/08/22-dnt-minutes. We are agreed on general direction but not specific wording, and still have that work to do. Also set issue-64 to open.
