- Current implementations of DNT configuration in browsers start with a default configuration of unset, meaning that the user can "opt-out" of tracking by explicitly changing the configuration. If the default is changed to set DNT, then the user's explicit configuration would be an "opt-in". This issue impacts how the feature is documented, how to communicate the setting to users, and whether recipients would consider the field to be a true indication of user choice.
