Tailoring or customizing of content should be allowed under certain collection/use limitations

PENDING REVIEW

Compliance Current

Description:
Many DNT proponents have expressed the view that tailored content itself is not a problem, and not the target of DNT. For example, the low entropy cookie proposal we have seen would allow tailoring based on data collected across sites, but stored in large "buckets" of users. An industry proposal would allow tailoring without accumulation of browsing history. This is consistent with statements from group members and DNT proponents outside the group that the primary issue to solve with DNT is the collection of users' browsing history. While I am not proposing a particular required implementation here, these examples make the point that tailoring should be allowed given some set of criteria for collection and use limitations that we could determine.

Related notes:

Change 2013-10-03: per a suggestion on the call, I changed personalization to tailoring.

David Wainberg, 3 Oct 2013, 13:43:22

Merge with ISSUE-230 which was the abortive effort to define an exception for use of some behavioral data for tracking. If no one pursues language to implement, we will close both issues for lack of interest.

Justin Brookman, 15 Oct 2014, 19:47:29

The issue was dropped for lack of interest. -Justin
