Guideline 2.4 is concerned with providing mechanisms to help users find content and orientate themselves and navigate through it. However, I am concerned that there does not appear to be a success criteria relating to the need to title frames whereas WCAG 1.0 had a Priority 1 issue relating to this.

Although the use of frames has diminished and modern screen readers are much better at handling frames, a significant number of sites still contain frames. Many people, who depend on screen readers, continue to use older version of their technologies, often for financial reasons, and have problems orientating themselves in framed sites and navigating through these sites.


Proposed Change:

I suggest Guideline 2.4 should contain a new Level 2 Success Criteria that reads, \"When a web unit contains frame elements, each frame has an appropriate title to facilitate frame identification and navigation.\"
