Mary Jo Mueller I don't know. My questions are documented below. Not sure why the rule would need to be able to determine the language of the test target. The rule couldn't automatically checking the validity of the text alternative. A manual rule that actually checks the text and makes the determination of whether it is a good text alternative would definitely need to be able to determine the languge.

Mary Jo Mueller Yes Since there is text to say that human checking of the file name is also required, I'm ok with it. It is odd, however as one could think this is passing a noted WCAG failure technique (F30).
Kathy Eng I don't know. My questions or comments are documented below. An image's accessible name is not required to be the image's filename to meet SC 1.1.1. I think a rule "image has descriptive accessible name" could have a passing example where the filename is the accessible name, but I question this as a rule itself. Perhaps changing the name of the rule would help - Image's accessible name of filename is descriptive? Still a rule for such an edge case seems unnecessary.
