If it is true, as stated, that „...depending on this, some elements can have one of the applicable semantic roles and fail this rule with some technology but users of other technologies would not experience any accessibility issue.“ can this rule be applied without qualification by accessibility baseline? But I guess if some users do not experience an issue the general rule is still sound.
