The Requirements for Silver were published with WCAG 3.0.
COGA requested a revision to include the requirement to support a wider range of disabilities as a requirement in the document. Pull request 262 includes the wording worked out between the COGA and Silver taskforces to address this gap. The new language is also listed below.
Broad disability support
All WCAG 3.0 guidance has tests or procedures so that the results can be verified. In addition to the current true/false success criteria, other ways of measuring (for example, rubrics, sliding scale, task-completion, user research with people with disabilities, and more) can be used where appropriate so that more needs of people with disabilities can be included.
Silver guidance includes tests and other evaluation methods. Some guidance may use true/false verification but other guidance will use other ways of measuring and/or evaluating where appropriate so that more needs of people with disabilities may be included (for example: rubrics, sliding scale, task-completion, user research with people with disabilities, and more). This approach includes particular attention to people whose needs may better be met with a broad testing strategy, such as people with low vision, limited vision, or cognitive and learning disabilities.

I think the text can (and should be) be boiled down to just one paragraph. Below I tried to reformulate, also shortening sentences. I believe nothing is missing and the text is shorter and easier to read (but it can certainly still be improved). "All WCAG 3.0 guidance has tests or procedures so that the results can be verified.
