Larry notes under that action: "On January 2, I submitted a HTML working group "change proposal" for reintroducing DOCTYPE versioning with some additional rationale for why having such a version indicator would be useful:

and some subsequent discussion of that document. I think that is a "shorter document" on version indicators, specifically for the "HTML 5 review" product.
So I claim "a shorter document on version indicators" has been written. It would be great if some other TAG member(s) would want to help with this change proposal.
