Predicate IRI design for foreign key does not handle common cases where same column sequence may be used for multiple foreign key constraints

Multiple foreign keys may use the same sequence of columns in the child table. Design for the predicate IRI corresponding to a foreign key, therefore, must include: 1) child table 2) sequence of columns in the child table 3) parent table 4) sequence of columns in the parent table.
Current design does not include the third and fourth item. Thus common cases cannot be handled by current predicate IRI design for foreign keys.

RESOLUTION: Address ISSUE-64 by adding a note to the DM spec: "in the case of multiple FKs over the same sequence of columns, the DM generates the same property IRI" and close the issue
