https://www.w3.org/Bugs/Public/show_bug.cgi?id=28268 --- Comment #7 from David Singer <singer@apple.com> --- Since scrolling is currently onmly defined for regions, and regions are currently only used for horizontal text, and scrolling vertical cues seem to be rare, I suggest we continue to define scrolling as defined for horizontal cues only, and defer vertical scrolling to a future version, based on demand from the field.
