Description:
Currently the content of title attribute on an image is defined as an adequate alternative (for document conformance) to alt text content when the alt text is not available. The other adequate alternatives are an associated heading and the content of a dt element if the image is in a figure element. Both the dt and heading text is displayed inline when an image is not displayed, this is not the case for the title attribute content and therefore as implemented in browsers the title attribute content will not be visible for users (unless they can use a mouse) and hover the mouse pointer over the image.
2 courses of action could remedy this:
1. require that browsers display the title attribute content on an image when the image is not available or in a device indpendent manner.
2. remove the the text "The title attribute is present and has a non-empty value." from
