The use case is described here: http://lists.w3.org/Archives/Public/www-style/2004Aug/0185 Basically, it enhances a well-known technique to avoid a download and a slight delay by putting two background images into one and moving it up and down on hover rather than replacing it: By splitting 'background-position', one avoids having to repeat the x coordinate in the rule for ':hover'.
