- Is there a need to sometimes clip the background color to the padding box? By default it extends to the edge of the border box.
Elika and Bert decided that, if we have multiple 'background-clip' values (see ISSUE-14 http://www.w3.org/Style/CSS/Tracker/issues/14), then we should make the last (bottommost) one apply to the bottommost image *and* the background color. See http://lists.w3.org/Archives/Member/w3c-css-wg/2008JanMar/0153.html
But probably not to the fallback color, see ISSUE-5 http://www.w3.org/Style/CSS/Tracker/issues/5).
