4.10.7.1.13 Number state
http://dev.w3.org/html5/spec/single-page.html#number-state-type-number

The 'number' type allows only for Western style (ASCII) digits and parsing. There is no note about localized display by the user-agent (as there was with dates, for example). Digit shaping should be allowed as should localized input/display.
