Unable to comply unless someone provides explicit editing instructions since I do not grok respec reference system, and I don't have time to learn it. My limited understanding is that someone will first have to add a reference to TTML 1.0, 2nd ed, etc to some public respec biblio database.

well, I wasn't able to avoid reading respec code after all; i implemented a fix for this by adding a local copy of a biblio db, but this requires using a modified version of respec which is now a local resource for this (sdp-us) spec; see http://dvcs.w3.org/hg/ttml/rev/601df0416d76

Discussed in Sept 27 TTWG call - Issue-177 and Action-96. Action-96 remains open until Issue-177 is closed. Update Section 3.2.1 in TTML 1.0 Second Edition.
