I find that “but not limited too” opens up a substantial change that we would need to discuss and vote on in a meeting with prior notice as this could be viewed as a change to the prior interpretation of this group.

I consider that paragraph mention here is a block of text that is not limited to the paragraph element.  I would be open to considering links within a heading as a block of text but I think we need to discuss how to document more clearly what we mean.

Many years ago it was my understanding that the test was if assistive technology such as a screen reader had a way for the user the read the surrounding text without moving focus as a test for how to determine whether this was met.

I don’t think that is affected by the proposed change in either direction.

If we did extend the change, the phrasing is a bit awkward but I’d suggest something like:

In HTML, information that is programmatically determinable from a link in English includes [ins](but is not limited to)[/ins] text that is in the same paragraph, list item, or table cell as the link or in a table header cell that is associated with the table cell that contains the link.

However, others might push back on that?

Even though this is an example, to me this reads as an attempt to write an exhaustive list of ways that context can be provided in HTML (in English). If there was some kind of "such as", or "etc." in there it would help clarify that there might be other options.
