Remove "No Personalization" section
Proposal from Jack Hobaugh; issue-234.
The concept of this section should be addressed within the permitted uses. To address both what is permitted and what is not permitted is redundant because the two are mutually exclusive. So if the permitted uses are properly stated then the non-permitted uses are self-evident.
