This issue was raised on behalf of Janina Sajka and https://www.w3.org/Bugs/Public/show_bug.cgi?id=13651 :

While clearly arbitrary as to the particular number of
words, fig-captions of greater length are reliably not acceptable alternatives
for missing alt, where fig-captions of but a few words generally are.
