Would it be helpful if a Recommendation could be published at a snapshot stage, knowing there were outstanding issues to be resolved? This would enable a basic Patent Policy commitment.

Would it be better to serve the audiences who can benefit from this, even if it doesn't solve all the problems, or would it lead to further fragmentation and people pointing to broken versions for longer than they should (what's the relationship to ISSUE-2?)

How much would it detract from finishing specifications (or at least working on better and better versions)?

How much overhead does it imply, and are there ways to reduce it?
