Discussed in the meeting today, it seems that if we require the status information, rather than formally defining a section, this issue may be resolved... I'll make a proposal for text.

Section 7.2.1 (22 Jan 2014 editor's draft) now says, "must include information about the status of the document." and does not say there is a "Status Section".
